Texas Health and Human Services

ECI serves families with children from birth to 36 months. A child may have a delay, a disability, or a medical diagnosis that may affect development. One path is a medical diagnosis that is likely to cause a delay and a need for services. Medical records are required. Another path is hearing or vision. A team from the local school district makes that finding. The team uses Texas Education Agency definitions. The finding can be deaf, hard of hearing, blind, or visually impaired. A third path is a delay of at least 25 percent. The delay can be social and emotional, self-help, communication, motor, or cognition. If the only delay is expressive language, the page says it must be at least 33 percent at the start. The evaluation is free. The assessment is free. Case management is free. The family plan is free. No child is turned away because a family cannot pay. If a child is 3 or older, the page points to the local school district.
