Paratransit rider rights

Paratransit is local. A rule from Los Angeles is not a rule in Dallas or San Diego.

This is not medical, legal, or financial advice. Agencies decide. We opened the public pages named here on October 14, 2026.

Los Angeles: Access Services

These points are from the Access Services rider guide. They apply to Access, not to other cities.

  • Cancel at least 2 hours before pickup. A later cancel counts like a no-show.
  • The on-time window is 20 minutes. If the driver arrives after the window and you cancel, it is not a no-show.
  • Five or more no-shows in a calendar month, when no-shows are also more than 10 percent of that month's trips, can lead to a suspension. A first suspension is 10 days. Later ones are 30 days. The record clears if there is no further suspension for 6 months.
  • Appeal a suspension in writing, by email, or by phone within 15 days of the date on the letter. Email cserv@accessla.org. Mail Access Customer Service, PO Box 5728, El Monte, CA 91734. Call 1-800-827-0829, TDD 1-800-827-1359.
  • Eligibility appeals are separate. The eligibility page says to appeal in writing within 60 days of the eligibility notice.
  • Curb-to-curb means the driver does not come to the door.

Other places

San Francisco, the East Bay, Sacramento, Orange County, and San Diego each publish their own rider guide. Use the one with your city's name. Texas paratransit agencies are not listed here until their guides are opened one by one. The statewide Texas directory stays coming soon.
